The Settlement

A corrupt detective terrorized and framed Oscar Soto for murders he didn’t commit in a Chicago Westside Latino neighborhood - along with 52 others. And the city commited to protecting the disgraced former detective time and again by settling out of court without admitting wrongdoing. The Settlement does justice to Soto’s story as much as it examines the largely unknown and perverse incentives that drive the outrageous government policies and true costs of multimillion dollar civil settlements on vulneralbe communities across the nation.
